With reference to your letter of the
4th Instant, I am directed
by the
Earl of Clarendon to request that you will observe to
Earl Granville that His Lordship observes that in communicating
to this office
Governor Seymour's Despatch of the
4th Ultimo,
Lord Granville has not accompanied it by any remark which would
lead to an inference that His Lordship
sees sees reason to dissent
from
Lord Monck's opinion as to the question of negotiations for
a reciprocity Treaty, which was conveyed in the Despatch
communicated in your letter of the
6th November last.

Assuming, as
Lord Clarendon does, that
Lord Monck was right in
the opinion thus expressed, it seems to His Lordship that it
would be still more undesirable at the present moment, and with
reference to the hostile feeling in the United States, to
attempt the negotiation
of of such a Treaty with Their Government.
