I have the honor to acknowledge the receipt of your Despatch No. 131 of the 12th December on the subject of Mr. Hankin's claim to half Salary from the date of his embarkation to British Columbia.
Under the circumstances of Mr. Young's appointment itappearsManuscript image appears to me that he was entitled to expect that he would continue to receive full pay as Colonial Secretary until you had been given notice that another arrangement was to be made, that is to say in the present instance until the 21st November. From that date until Mr. Hankin's arrival he his only entitled to receive half Salary, and Mr. Hankin should receive the other half.
Mr. Hankin is of course entitled to receive full pay as Colonial Secretary from the dateofManuscript image of his arrival in the Colony.
