I have the honor to forward an authenticated and two plain
copies of an Ordinance entitled—
2. The Attorney General's report which I also forward so fully
explains the reasons for
passing passing this Ordinance that not much
remark is necessary from me. But is is proper to observe that
hitherto no permanent provision has been made for the Officers
of the Courts, who were dependent upon annual votes for their
Salaries. This provision is now supplied by the Statute for a
Registrar and Deputy Registrar. It was intended by the Council
that the Salary of the former should be One thousand, nine
hundred and forty dollars ($1940), and of the Deputy Registrar
Fifteen
hundred hundred dollars ($1500). But by some clerical error
which was not discovered until after I have assented to the
Bill, $1940 has been inserted as the amount in both cases. I
annex a copy of a Letter from the Attorney General upon this
subject.
3. To these appointments I regard the Gentlemen who have held
the Office of Registrar in the late
Vancouver Island and
Mainland Courts as manifestly having a first claim, but I shall
acquaint the Deputy Registrar
that that his Salary will be only $1500
in accordance with what is known to have been the intention of
the Legislative Council; and the error shall be brought to their
notice at the next Session.
