Sir,
Adverting to my letters of the 15th and 22nd February last I
transmit for Earl Granville's consideration the enclosed letter
from the Admiralty together with sundry Vouchers in support
of claims against the Governments of British Columbia, Hong Kong
and Gibraltar. There is also a claim for £2.5.9 for stores
supplied at the Nicobar Islands.
The Crown Agents have no information on the subject of these
claims beyond what is contained in the enclosed Admiralty letter.

A reference must be made first to the Governors of B. Columbia, Hong Kong & Gibraltar & the Agents so informed—adding that the Nicobar Islands are under Indian Jurisdiction [subsequently altered by RGWH to read "are not under the Jurisdiction of the C.O.].

Admiralty to Crown Agents, 16 June 1870, requesting payment on
account of colonial vouchers totalling £115.1.2.
Numerous Admiralty vouchers supporting claims against the
governments of British Columbia, Hong Kong, and Gibraltar for
stores and services (ten pages).

It appears by a Memo in red ink on some of the Admy vouchers in
1727 that the Admy have ordered that all these claims are to be
settled in London: it would therefore save the delay of a
reference back to the Colony, if the Colonial Harbour Master
advised the Home Agents of the claims he admitted, at the same
time as he filled up these vouchers.

No—that wd not be sufficient for payment. There must be
higher authority—but the Admiralty might be told that in such
cases it wd save a reference to the Colony if their Officers
before sending home the Accounts got the Govrs Certificate to
their correctness.
