With reference to Mr Otway's letter of the 17th instant, I am directed by the Earl of Clarendon to transmit to you, to be laid before Earl Granville, a copy of a despatch from Her Majesty's Minister at Washington inclosing a printed copy of a Resolution that has been presented to the Senate in regard to the questionofManuscript image of the cession of British Columbia to the United States.
