Major Foster has no special claims to employment in the Colonial Service; but as he appears to have done his work well wherever he has been employed, his name should be placed on Lord Kimberley's list.
? Reply that Major Foster's application will be noted & duly considered when vacancies occur in suitable appointments; but that the number of candidates with strong claims on Lord K's list precludes him from holding out much hope of his being able to comply with Major Foster's request.
