With reference to your Despatch No. 2 of the 1st January last, reporting the provisional appointment of Messrs. John Sebastian Helmcken and William Weir Carrall to be Members of the Executive Council of the Colony of British Columbia I have to acquaint you that having submitted the names of Messrs. Helmcken and Carrall to the Queen in Council, Her Majesty has been pleased to approve their appointment.
I transmit to you herewith a Warrant, under the Royal Sign Manual, authorizing you to appoint those Gentlemen to seats in that Council accordingly.
