I have the honor to acknowledge the receipt of your Despatch No. 119 of the 25th August last enclosing an address to Captain Delacombe from the inhabitants of San Juan and forwarded by himtoManuscript image to you.
I referred your Despatch with its enclosures for the consideration of the Lords Commissioners of the Admiralty who have informed me that they cannot recommend that the local rank of Lieutenant Colonel Should be conferred upon Capt. Delacombe; and I concur in their decision.
