My Lord,
I have the honor to forward to Your Lordship the usual printed copies of an Act passed by the Legislative Council entitled— An Act to encouragetheManuscript image the introduction into British Columbia of Thomson's Patent Road Steamers and I enclose a Report from the Attorney General.
2. I see no objection to this measure; which affords but very limited favor and protection to the projectors of a spirited and expensiveenterpriseManuscript image enterprise, that if successful, will be most beneficial to the whole community in lessening the cost of transport and cheapening supplies of all kinds to the mining Camps and residents in the interior of the Colony.

Act to encourage the introduction of Traction Road Engines into B. Columbia.
I have nothing to add to the AG's report upon this Act. I can quite understand that this kind of legislation may be necessary in a Colony at certain times. Unless some privilege is granted to the person introducing a new engine of this kind it may well be that that introduction would never take place. If protection had been given for a longer time, a maximum of rate should have been fixed.
