Sir,
I have the honor to acknowledge the receipt of your Despatch of the
22nd December No. 163 informing me of the names of Gentlemen returned as
elective members of the New Legislative Council of British Columbia and reporting
thatyou
you had provisionally appointed the following Gentlemen to be
members of the Council, Mr. P.J. Hankin, Mr. G. Phillippo, Mr. W.O.
Hamley, Mr. A.F. Pemberton and Mr. G. Alston.

I transmit to you herewith the Queen's Warrant appointing these
Gentlemen.
I have to convey to you my approval of the Proclamation which you
issued convening the issue a Meeting on the 5th January.
Her Majesty's Government have learnt with much satisfaction from
your telegram dated the20th

readily leave it to your judgment to decide as to the time and manner of
bringing forward the question of Responsible Government.
