Sir,
I have received and have had under my consideration the Act passed by the Legislature of British Columbia entitled No. 3 of 1871 "An Act to amend and Alter the Constitution of this Colony" which was transmitted to me in your Despatch No. 13 of the 18th of February last.
I have reported to Her Majesty in Council my opinion that the said Act should be specially confirmed, and I have the honor to transmit to you herewith an Order of Her Majesty in Council dated the 16th May approving that Report.
