I transmit to you a copy of a letter from the Foreign Office enclosing one from Rear Admiral Prevost in which he requests that answers may be obtained to the accompanying questions having reference to the San Juan case, which he is engaged in drawing up on behalf of Her Majesty's Government.
I request that you will communicate with Sir J. Douglas as suggested by Admiral Prevost without delay and I have to call your attention to the suggestion that such information as can be obtained should be duly sworn to and legally drawn and in shape that it may be laid before the Arbitrator.
The enquiries should be made as far as possible confidentially.
I have informed Lord Lisgar that this application to save time has been made direct to you.
