Slaughter asks the Under-Secretary of State to forward on his behalf an enclosed letter for
one Captain Williams, who, it appears, Slaughter believes is Governor of Vancouver Island.
I should feel obliged if you would have the goodness to cause the
enclosed letter to be forwarded on to Captain Williams' (Govr of
Vancouvers Island) address.
