                     Newcastle writes to 
Douglas to approve of the appointment of 
Sangster to the “Office of Collector of Customs” for 
Vancouver Island. 
Newcastle then reports that he has forwarded to the Admiralty 
Douglas’s previous correspondence on the discovery of coal, and that he has informed the
                     HBC of the necessity to plan for the “Moral and religious instruction of the Inhabitants.”
