I have to call your attention to the sixth Chapter of the Book of Colonial Regulations (a copy of which is herewith enclosed) which prescribes the mode in which Officers Administering Colonial Governments are to conducttheirManuscript image their Official Correspondence.
In your recent Despatches I observe that some of the rules laid down in this Chapter have been overlooked. I refer more particularly to those numbered 4, 5 and 9.
