Shepherd forwards an extract from a letter by Douglas to the Colonial Office regarding the “terms of payment for Land” in Vancouver Island.
The minutes forward to the Emigration Commissioners for their information and “Put by.”
Enclosed is an extract from Douglas to Smith advising that the instalment system for land purchases continues to work well.

I have the honour to enclose for your information Extract of a letter lately received from Governor Douglas, dated Victoria, Vancouver's Island October 7th 1857 on the subject of the change in the terms of payment for Land in that Colony, as sanctioned by Her Majesty's Government, which appears to be working satisfactorily.
