Douglas transmits to Labouchere “The report of the committee of enquiry into the state of the Public Schools” of Vancouver’s Island.
The minutes wonder what they wanted this for and “Put by” until it is needed for reference.
Enclosed is a report of the committee of enquiry into the state of the public schools by Joseph William McKay.

I have the honor of transmitting herewith, "The report of the committee of enquiry into the state of the Public Schools" of Vancouver's Island, which should have accompanied my Despatch No 8 of the 10th of Instant,
In circulation.
but could not be got ready in time for that conveyance.
