With reference to your letter of the 26th Ultimo, I am directed by the Earl of Malmesbury to transmit to you for the information of Secretary Sir Edward Bulwer Lytton a copy of a Report from HerMajesty'sManuscript image Majesty's Advocate General stating that the Governor of Vancouver's Island acted properly in declining to deliver up to the United States Government the soldiers who had deserted from the Army of the United States.
