I write this Desph to introduce to you Mr James Cooper whose appointt to the Office of Harbour Master at Esquimalt I notified to you by my [British Columbia] Desp No. 15 of the 2d Inst.
Mr Cooper proceeds to Vancouver's Island via New York by the Mail Steamer of the 2d Proximo.
