Lytton transmits to Douglas correspondence received by the Foreign Office regarding the 1856 loan Douglas gave Washington Territory authorities.

With reference to your [VI] despatch No. 22 of the 17th of May
last respecting the repayment of a sum of money advanced by you in 1856
for the purchase of commodities supplied to the authorities of
Washington Territory, I transmit to you for your information the copies
of a Correspondence which has passed with the Foreign Office on the
subject.
