Lord John Russell your letter of the
7th instant,
enclosing a copy of a Report from the Colonial Land and Emigration
Commissioners, respecting the question of promoting British
emigration to
Vancouvers Island, and in which the Commissioners
setset
forth the difficulties of the undertaking.
I am in reply to request that you will suggest to His Grace the
Duke
of Newcastle whether British Emigration to
Vancouver's Island might
not be successfully promoted by making free grants of land to British
Subjects, not exceeding twenty-five acres each.
