I have laid before Lord John Russell your letter of the 7th instant, enclosing a copy of a Report from the Colonial Land and Emigration Commissioners, respecting the question of promoting British emigration to Vancouvers Island, and in which the Commissioners setManuscript imageset forth the difficulties of the undertaking.
I am in reply to request that you will suggest to His Grace the Duke of Newcastle whether British Emigration to Vancouver's Island might not be successfully promoted by making free grants of land to British Subjects, not exceeding twenty-five acres each.

It must go to the Comrs but really Manuscript imagethe Foreign Office ought to be ashamed of itself for sending us such crude suggestions, shewing such total ignorance of the history of new Settlements. If it wishes to concern itself with colonization it ought to learn the rudiments of the subject.
