Sir,
Having referred to the Lords of the Committee of Privy Council for Trade your despatch of the 23rd of March No 9 upon the subject of declaring Victoria a free Port, I now transmit to you for your information the Copy of the answer which Manuscript imagetheir Lordships have returned to me.
In pursuance of their Lordships recommendation I have to instruct you to issue a proclamation declaring Victoria a free Port of Entry and Clearance for Ships and Goods.
An enquiry is being instituted by the Secretary of State for Foreign affairs as to the existence of the Bonding system in the CalifornianManuscript imageCalifornian Ports.
