With reference to my Letter of the 27th instant, I am directed by Lord John Russell to transmit to you to be laid before the Duke of Newcastle, copies of the answers which have been returned to the Despatches from Her Majesty's Minister at Washington respecting the recent proceedings of General Harney at San Juan.
