I have the honour to acknowledge the receipt of Your Grace's Despatch of the 16th of May last enclosing the Queen's Proclamation for the maintenance of Neutrality pending the hostilities existing betweentheManuscript image the Government of the United States of America and the States which have seceded from that confederation, and conveying to me Your Graces instructions that the utmost publicity should be given to the said Proclamation.
I have in reply to inform Your Grace, that I have duly carried thosetheManuscript image instructions into effect.
