I am directed by the Lord President of the Council to transmit to you the enclosed Order of Her Majesty in Council of the 7th instant, leaving to their operation twelve Acts passed in Vancouver Island in July, Septr, October, November & December, 1861 & January and February, 1862 Nos: 42 to 53; and I am to request that you will be pleased to lay the same before the Secretary of State for the Colonial Department.
