Sir,
The Queen having been pleased to dispense with the personal
Investiture of James Douglas Esquire, Governor of Vancouver's Island
and British Columbia, with the Insignia of a Knight Commander (Civil
division) of the Order of the Bath, and to empower him to wear and use
the Insignia of his dignity in the Order, and to enjoy all the
privileges thereunto belonging in as full and ample a manner as if he
had been invested by Her Majesty, I have the honour to transmit to
you the accompanying packet containing Her Majesty's Warrant of
Dispensation and the Insignia of the division and Class of the Order
to which Governor Douglas has been admitted
and to request that you
will move The Duke of Newcastle to give the necessary directions for
the transmission of the said Packet with the least possible delay.

My impression is that the Duke of Newcastle has
in a private Letter
apprized Sir J Douglas of the dignity conferred on him. If so we have
only to forward the packet to the Governor with a copy of this Letter
saying perhaps that His Grace has much pleasure in having been
instrumental in advising the Queen to nominate him a K.C.B.
