               Referring to a letter received from 
Sir Fredk Rogers dated 
16h
                  Septr 1863, on the subject of a Government House at "
Vancouver
                  Island," I have now the honor to submit a plan and rough Estimates
               and to Solicit the General approval of His Grace the 
Duke of
                  Newcastle with a view to save correspondence, and the delay
               consequent upon a reference Home.
               
               I have had the aid, & advice, of 
Colonel Henderson R
l Engineers, in
               preparing the plan, which you will observe is as plain and

               inexpensive as possible.
               
               I am aware that it will be necessary to submit the plan & obtain the
               Approval of the Assembly, & a provision for the necessary outlay,
               before any further steps are taken.
               
            
            
               I may add that Engineering Officers lately returned from the Colony
               have been consulted in framing the Estimate of Cost.

                     Mr Fortescue
                     I have examined the plans, and to the best of my judgment they appear
                     reasonable and fit.  I would recommend that a general approval of
                     them should be expressed.
                     
 
                  
                  
                     The object is you may perhaps remember that he should apply to his
                     Assembly to vote the House, but that he should go out armed with
                     these plans, as there would probably be a difficulty in finding
                     anyone in the Colony by whom they could have been prepared in a
                     satisfactory manner.
