I have the honor to inform you that I have, subject to your approval, appointed Mr Henry Rhodes to a vacant seat in the Legislative Council of this Colony.
Mr Rhodes is the resident Member of one of the principal mercantile houses at Victoria and is a gentleman of high character and intelligence.
