Sanction as a representativeManuscript image Legislature has passed it. But it is a most slovenly concern.
Perhaps it mt be as well to observe that it appeared to have been drafted with very little care, & that it wd be generally desirable that the proper Govt officer should procure the amendment of such a bill. It is to be presumed that the first clause is not intended to give any compulsory powers—and if this is the intention of the Legre the clause is unobjectionable but the 2nd & 3rd impose certain conditions on the company witht imposing any penalty or inconvenience upon them in case they shd neglect these conditions.

The penalties in abuse of Telegraph imposed by No 16 are severe 1000$ say 200£ but not too severe I think.
