I have the honor to acknowledge the receipt of your despatch No. 5 of the 2nd of February last, reporting the inauguration of the representative system of Government in British Columbia, and the election under the authority of Her Majesty's Order in Council of the 11th of June 1863 of five unofficial Members of the LegislativeCouncilManuscript image Council.
I have to express my approval of the manner in which you have carried this measure into effect, and I have learned with much pleasure that the result has been satisfactory both to yourself and to the people of the Colony.
