I have the honor to acknowledge the receipt of your Despatch No. 27
               of the 
20th of May reporting that, subject to the approval of the
               Secretary of State you authorized 
Mr. Watson, the Colonial Treasurer, to
               draw his Salary at the rate of Six hundred pounds (£600) a year.
               
               I regret that I am unable to sanction the increase of 
Mr. Watson's,
               or of any other Salary without sufficient security that funds, not
               merely arising from accumulated balances, but from the Revenue annually
               accruing to the Crown or the Colonial Treasury will be forthcoming to
               meet the charges which
would
 would be thus created.
