I have the honor to acknowledge the receipt of your Despatch No 49, 28th October 1864, enclosing the copy of a proposal from the Bishop of British Columbia for the division of that Diocese into two and the endowment of a new Bishoprick.
Having submitted the proposal with the accompanying documents to my Executive Council I am ofopinionManuscript image opinion that a compliance with it would be in every way beneficial to this Colony.
