His Excellency Governor Seymour having announced his intention of bringing the subject of Postal communication between these Colonies and Panama under the notice of Her Majesty's Government,
Not arrived at this date.

I have the honor to refer you to a communication which I made to the LegislatureofManuscript image of this Colony in September 1864 in reference to that undertaking, and which you will find at page [blank] of the Minutes of the Legislative Council transmitted in my Despatch No 76, 26th August 1865 by this Mail.
The Legislative Assembly subsequently declined to vote any money in furtherance of this object.

I have had an extract of the Governor's communication made from the Minutes of the L. Council. It is annexed.
As the Assembly of V.C.I. has voted no money for the service I apprehend it would be idle for us to bring the subject under the consn of the G.P.O. Moreover we have yet to receive Govr Seymour's representation.
