Referring to my Despatch No 86 dated 18th October 1865, I have the
honor to transmit a Memorial addressed to Her Majesty by the Chamber
of Commerce, Vancouver Island.
The statements contained in the Memorial are in accordance with the
facts and are deserving ofHer

The extension to these Colonies of the terms of any Treaty such as
that contemplated would be a most important boon.

I should send this to both the For: Office & the Bd of Trade,
for their information.
I should acke, & shd tell the Memorialists thro' the Governor that
the Reciprocity Treaty with the U. States has been brought to an end,
and that no other Treaty is at the present time in course of
negotiation, but that their representations will be borne in mind in
case the subject should be revived.
