Sir,
I have the honor to transmit to you a Copy of a letter from the Board of Admiralty enclosing Copies of a Correspondence between Rear Admiral Denman and Colonel Forster, a resident in Vancouver Island, on the subject of a Pier which Colonel Forster has thrown out from his property in Esquimalt Harbor.

I also enclose a Copy of a Report of the Hydrographer to the Admiralty accompanied by a Chart of Constance Cove showing the position of the Pier.
With reference to the wish intimated by their Lordships, I have to request that you will settle the matter in concert with the Admiral in such manner as, without putting Colonel Forster to any unnecessary inconvenience, shall be consistent with the public interests, and with the possible future requirements of the Navy.
