Sir,
I have the honour to acknowledge the receipt of your despatch of the 26th August enclosing an application from Mr. G.H.W. Brown to be allowed to lease a Coal Mine in Vancouver Island under certain specified conditions.

Since the fresh Land Ordinance, which you were desired to prepare by my despatch No. 60 of the 17th October, will include regulations for the lease or sale of Mineral Lands, the decision on Mr. Brown's application must be suspended until I shall have had an opportunity of considering the proposed Ordinance.
