Sir,
I have the honor to acknowledge the receipt of your Despatches Nos. 73 and 74 dated respectively the 8th and the 11th of September last.
I do not fully understand from the communications before me, thepreciseManuscript image precise nature and circumstances of the case. The Governor of Vancouver Island has been authorized by former Despatches from the Secretary of State to expend the Revenues at the disposal of the Crown, so far as they will go, in defraying the most urgent public wants of the Colony. Those very instructions were framed on the assumption that no public moneys under the control of the Legislature would be expended without the requisite Legislative sanction. If they have nevertheless been so expended, it will havebeenManuscript image been a grave irregularity on which I shall desire to receive a full report, and for which it will be necessary to seek a remedy at the hands of the new Legislature of the United Colony.
