Sir,
I have the honor to inform you that I have received from Sir J. Douglas a communication dated Victoria 14th September, respecting the British Columbia Customs Amendment Ordinance No. 3 of 1865.
You will inform Sir James Douglas that I have received his letter, but that his knowledge of the rules of the Colonial Service must make him aware that I could not take notice of any communication which is not transmitted to me through the Governor according to the practice which is uniformly considered indispensable.
You will however assure Sir James Douglas that I will readily consider this or any other representation he maydesireManuscript image desire to make through the proper channel.
