No. 23
Downing Street
16th November 1866
Sir,
I have the honor to acknowledge the receipt of your Despatch No.
68 of the 3rd September, enclosing a copy of a Bill "to amend the Law
of (Indian) Evidence" which had been thrown out by the Legislative
Assembly.
While regretting the course adopted by that Body on the
occasion of your introducing
this Bill, I cannot but express a hope that
questions of this nature will be dealt with in a more effectual manner
when the Union of
Vancouver
Island with
British Columbia shall have
taken effect.
I have the honor to be
Sir
Your most obedient Servant
Carnarvon
Governor Kennedy, C.B.
