Kinlock wrote to
Fortescue on
21 December 1863 submitting his candidacy for the position of Commissioner of Crown Lands in
Vancouver Island, or any other employment that might be available.
1 According to the minutes, Kinlock was possibly known in the Australian Department.
His application was unsuccessful;
Elliot asserted that
this unfortunate gentleman has been out of his mind and is wholly unfit for public
employment
.
