<p><persName ref="prs:douglas_j">Douglas</persName> acknowledges the impending arrival of the Royal Engineers. He strongly considers <placeName ref="plc:hope">Fort Hope</placeName> as the best place to station these men due to its central location on the <placeName ref="plc:fraser_river">Fraser River</placeName> but will consult <persName ref="prs:hawkins_js">Major Hawkins</persName> before making a final decision.</p>

<p>The minutes <q>Put by</q> and <persName ref="prs:lytton_egeb">Lytton</persName> wishes that the expenses could be put by as well.</p>

I have the honor to acknowledge the receipt of your Despatch
No. 5 [<placeName ref="plc:vancouver_island">Vancouver Island</placeName>] of the <date when="1858-07-30">30<hi style="vertical-align: super; font-size: 80%;">th</hi> of July</date>
last,

announcing the intention of Her Majesty's Government to send to <placeName ref="plc:british_columbia">British 
Columbia</placeName>, by the earliest possible opportunity an Officer of Royal
Engineers, and a company of Sappers and Miners made up<fw type="catchword" style="text-align: right;">to</fw><pb facs="co_60_01/co_60_01_00210v.jpg"/> to one hundred and
fifty non-commissioned Officers and men, and at the same time conveying
<index><term>Royal Engineers</term><index><term>reception of</term></index></index>
<index><term>Sappers and Miners</term><index><term>see Royal Engineers</term></index></index>
your instructions that I should make such arrangements in the Colony for
the reception of that party, as may be deemed necessary and suitable, and
also intimating that the Officer in command would be provided with
general instructions for his guidance, of which a copy will be sent to
me.

<persName ref="prs:lytton_egeb">Lytton</persName>'s instructions to <persName ref="prs:moody_rc">Moody</persName> as CCLW were that (1) the governor was the
supreme authority; (2) <persName ref="prs:moody_rc">Moody</persName>'s duties were considered special and not
to be interfered with; (3) the Royal Engineers' expenses would be paid
by the government through <orgName ref="org:treasury">the Treasury</orgName>; (4) <persName ref="prs:moody_rc">Moody</persName> would receive £330
in regimental pay and £1,200 as his Colonial Allowance; and (5) <persName ref="prs:moody_rc">Moody</persName>
would be required to remain one year and make regular reports to the

2. I shall not fail to attend to those instructions with as little
delay as possible, but I have not yet decided on the point where it would
be advisable to station that force,<fw type="catchword" style="text-align: right;">though</fw><pb facs="co_60_01/co_60_01_00211r.jpg"/> though I am now of opinion that their
presence will be of more advantage to the public service at <placeName ref="plc:hope">Fort Hope</placeName>,
<index><term>Royal Engineers</term><index><term>to be stationed at <placeName ref="plc:hope">Fort Hope</placeName></term></index></index>
than elsewhere, that being a central position from whence they can
operate rapidly on any part of <placeName ref="plc:fraser_river">Fraser's River</placeName>, and at the same time it is
accessible to the steam vessels plying on <placeName ref="plc:fraser_river">Fraser's River</placeName>, a circumstance
which would be a great convenience, and a saving of expense in
the transport of provisions and stores.

<p>
I will however consult <persName ref="prs:hawkins_js">Major Hawkins</persName>, and ascertain his opinion on
<index><term><persName ref="prs:hawkins_js">Hawkins. Maj. John S.</persName></term></index>
that subject before coming to a decision, and also with respect to the
extent and plan of buildings required to provide the party<fw type="catchword" style="text-align: right;">with</fw><pb facs="co_60_01/co_60_01_00211v.jpg"/> with
accommodations.

<p>
The expense of those works will be considerable, and I will be under
the necessity of drawing upon you for funds to meet that outlay.
