<p>The minutes note that <persName ref="prs:douglas_j">Douglas</persName> neglected to state a salary proposed. <persName ref="prs:lytton_egeb">Lytton</persName> approves the appointment.</p>

<p>Enclosed is <persName ref="prs:merivale_h">Merivale</persName> to <persName ref="prs:hammond">Hammond</persName> forwarding a copy of the despatch and asking that <persName ref="prs:young_wag">Young</persName> be allowed to quit the service of the <orgName ref="org:foreign_office">Foreign Office</orgName>; <persName ref="prs:merivale_h">Merivale</persName> to the Secretary to the <orgName ref="org:admiralty">Admiralty</orgName> forwarding a copy of the despatch and asking if they would permit <persName ref="prs:young_wag">Young</persName> to accept the office of Colonial Secretary; a testimonial to <persName ref="prs:young_wag">Young</persName> by <persName ref="prs:pelham_ft">Fred T. Pelham</persName>; and a draft reply from <persName ref="prs:lytton_egeb">Lytton</persName> to <persName ref="prs:douglas_j">Douglas</persName> approving the appointment.</p>

upon the subject of the appointment of Officers to civil situations in
the Colony of <placeName ref="plc:british_columbia">British Columbia</placeName>, I would beg to state to you that I should
much desire, if it could be arranged, that <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> William A.G. Young</persName>, of<fw type="catchword" style="text-align: right;">the</fw><pb facs="co_60_01/co_60_01_00423v.jpg"/>
the Royal Navy, should be appointed to the office of Colonial Secretary.
</p>
<p>
2. <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName> is on the spot, and is at present filling the office
of Secretary to the Commission for ascertaining the boundary between
<placeName ref="plc:vancouver_island">Vancouver's Island</placeName> and the Territories<!-- tnb- Oregon Territory, or Columbia District perhaps? --> of the United States on the
Continent of North America, and as <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName> was selected for this
service by the <orgName ref="org:admiralty">Admiralty</orgName>, and appointed thereto by the <orgName ref="org:foreign_office">Foreign Office</orgName>,
the consent of their Lordships and of the Secretary of State for Foreign
Affairs must necessarily be obtained before he could be removed from it.

3. <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName> has belonged to the Royal Navy for nearly Eighteen
Years, and he has served as Secretary to several Flag Officers upon
different Foreign Stations. His last appointment as Naval Secretary was
with the "Captain of the Fleet" in the Baltic, and I forward to you
herewith a Copy of a Testimonial shewing the appreciation entertained of
his Services by that Officer. The whole of <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName>'s Testimonials
throughout his entire service are of the highest order, but I think
it unnecessary to trouble you with more than the one I enclose.

4. <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName> has already rendered me some assistance, and I
consider him to be qualified both by ability and character for the Office
of Colonial Secretary, and I trust you may be pleased to appoint him to
it, and also to obtain the necessary permission from the Departments I
have mentioned to enable him to enter upon it, as without such permission
it would not be possible for him to accept the appointment.
