you herewith, for the information of Her Majesty's Secretary of State for
Colonial Affairs, the Copy of a letter dated the <date when="1858-08-31">31<hi style="vertical-align: super; font-size: 80%;">th</hi> August last</date>,

The receipt of the Letter has, with other<pb facs="co_60_02/co_60_02_00032r.jpg"/> reasons, induced <persName ref="prs:lytton_egeb">Sir
Edward</persName> to abstain from sending to the Adm<hi style="vertical-align: super; font-size: 80%;">y</hi> the Letter I had prepared,
by his desire, complaining of the lukewarmness of that Board in the cause
of Columbia.

I have the honor to report to you that I left this anchorage on
the <date when="1858-08-12">12<hi style="vertical-align: super; font-size: 80%;">th</hi> Ins<hi style="vertical-align: super; font-size: 80%;">t</hi></date> for <placeName ref="plc:semiahmoo">Semiahmoo Bay</placeName>, 49<hi style="vertical-align: super; font-size: 80%;">th</hi> Parallel, conveying
<persName ref="prs:hawkins_js">Major Hawkins</persName>, Royal Engineers HMs Commissioner for marking out the
<index><term><persName ref="prs:hawkins_js">Hawkins, Maj. John S.</persName></term><index><term>confers with <persName ref="prs:campbell_a">Campbell</persName></term></index></index>

land portion of the line of Boundary established by the first Article
of the Treaty between Great Britain the United States of <date when="1846-06-15">15 June 1846</date>;
to meet and to<fw type="catchword" style="text-align: right;">confer</fw><pb facs="co_60_02/co_60_02_00036v.jpg"/> confer with <persName ref="prs:campbell_a">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Campbell</persName> the Commissioner on the part
of the United States, and I returned to this Anchorage on the <date when="1858-08-18">18<hi style="vertical-align: super; font-size: 80%;">th</hi>
Ins<hi style="vertical-align: super; font-size: 80%;">t</hi></date>.
</p>
<p>
Upon my arrival I found HMS <name ref="vsl:calypso" type="vessel">Calypso</name> lying in <placeName ref="plc:esquimalt_harbour">Esquimalt Harbour</placeName>. I
<index><term>Ships</term><index><term><name ref="vsl:plumper" type="vessel">Plumper</name></term></index></index>
<index><term><name ref="vsl:calypso" type="vessel">Calypso</name></term></index>
received from her the provisions and Stores you had sent up for this
Ship and for the <name ref="vsl:plumper" type="vessel">Plumper</name>, and the <name ref="vsl:calypso" type="vessel">Calypso</name> sailed for <placeName ref="plc:san_francisco">San Francisco</placeName> on
the <date when="1858-08-25">25 Instant</date>.
</p>
<p>
I enclose herewith the copy of a letter dated <date when="1858-08-24">24 Aug<hi style="vertical-align: super; font-size: 80%;">t</hi></date> addressed
<index><term><persName ref="prs:montresor_f">Montresor, Capt. Frederick</persName></term><index><term>unable to provide escort to governor</term></index></index>
to me by <persName ref="prs:montresor_f">Cap<hi style="vertical-align: super; font-size: 80%;">n</hi> Montresor</persName><fw type="catchword" style="text-align: right;">of</fw><pb facs="co_60_02/co_60_02_00037r.jpg"/> of the <name ref="vsl:calypso" type="vessel">Calypso</name>, to accompany him upon a
projected visit to the mining districts in <placeName ref="plc:fraser_river">Frasers river</placeName>, consequent
upon intelligence having been received of an alarming collision between
<index><term>Indians</term><index><term>clash with miners</term></index></index>
the white miners and <name type="ip" subtype="group">the native Indian tribes</name>. I also enclose the copy
of a similar requisition made upon me by His Ex<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice> together with a
copy of my reply thereto. From this correspondence you will perceive
that<fw type="catchword" style="text-align: right;">Capt<hi style="vertical-align: super; font-size: 80%;">n</hi></fw><pb facs="co_60_02/co_60_02_00037v.jpg"/> <persName ref="prs:montresor_f">Capt<hi style="vertical-align: super; font-size: 80%;">n</hi> Montresor</persName> did not conceive he was at liberty to prolong
his stay at <placeName ref="plc:vancouver_island">Vancouver's Island</placeName> and he therefore recommended me to
furnish from the <name ref="vsl:satellite" type="vessel">Satellite</name>, the assistance required by His Ex<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice> from
the <name ref="vsl:calypso" type="vessel">Calypso</name> in addition to that solicited from the <name ref="vsl:satellite" type="vessel">Satellite</name>.
</p>
<p>
Fully understanding and appreciating the motives of His Ex<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice>;
knowing the actual State of Affairs from<fw type="catchword" style="text-align: right;">being</fw><pb facs="co_60_02/co_60_02_00038r.jpg"/> being on the spot; having the
most perfect confidence in the sound discretion of His Ex<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice>; and
being well aware from personal knowledge and observation that the
presence of the Governor in the Country would have the most beneficial
<index><term>Douglas, James</term><index><term>influence with the Indigenous peoples</term></index></index>
effects upon <name type="ip" subtype="group">the native Indian Tribes</name>, as he, from his intimate
personal knowledge of them, and from the deep respect and awe with
which he is regarded by them would<fw type="catchword" style="text-align: right;">alone</fw><pb facs="co_60_02/co_60_02_00038v.jpg"/> alone do more towards the
tranquillization of the country than even the introduction of a
considerable armed force, I deemed it my duty to co-operate with His
Ex<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice> to the fullest extent of my power, firmly believing that
probably by so doing greater evils might be avoided hereafter; I
therefore supplied the force he required from HM's Ships viz<hi style="vertical-align: super; font-size: 80%;">t</hi> one
officer &amp; twenty marines to form a body guard to His Ex<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice>, so that
he might sustain the dignity of <persName ref="prs:queen_victoria">the Queen</persName>'s<fw type="catchword" style="text-align: right;"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice></fw><pb facs="co_60_02/co_60_02_00039r.jpg"/> <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice>. <persName ref="prs:hawkins_js">Major Hawkins</persName>
has supplied fifteen of the sappers and miners under his command, and
he has himself accompanied them. With this force His Ex<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice> left this
place yesterday evening for <placeName ref="plc:fraser_river">Fraser's River</placeName>, and he expects to be
absent about two or three weeks.
</p>
<p>
I am happy to say that just prior to the departure of His Ex<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice>
intelligence was received which contradicted the reports of the massacre<fw type="catchword" style="text-align: right;">of</fw><pb facs="co_60_02/co_60_02_00039v.jpg"/>
of a large number of white persons, but at the same time affairs were
shown to be in such a state that the most lamentable consequences might
ensue unless immediate steps were taken to allay the excitement
generally existing. It is reported that in consequence of the naked
and headless bodies of two white men, supposed to be Frenchmen, having
been picked up floating down the stream, a large body of Frenchmen, said
to number about 120, had organized themselves and had determined upon
immediate Retribution.

<p>
They proceeded up the river to a considerable distance above <placeName ref="plc:yale">Fort
Yale</placeName> (about 130 miles from its entrance) and dividing themselves into
two parties had descended the River, one party along one bank, and the
<index><term>Miners</term><index><term>clash with Indigenous groups</term></index></index>
other party by the other bank, Shooting every <name type="ip" subtype="group">Indian</name> they met with. If
these reports be true, proceedings such as these cannot but entail the
most fearful retaliation; for <name type="ip" subtype="group">the Indians</name> regard it as a sacred duty to
take life for life without making any distinction as to the guilt or
complicity of the victim they may select. However, the servants of the
<orgName ref="org:hbc">Hudson's Bay Company</orgName> and the Officers and Ship's Company of a Man of War
are regarded by <name type="ip" subtype="group">the Indians</name> as<pb facs="co_60_02/co_60_02_00040v.jpg"/> being of a distinct tribe from other
<index><term><persName ref="prs:george_wf">King Georges</persName></term><index><term>men</term></index></index>
<index><term>Boston men</term></index>
white men, as they are called by them "King George's Men," while all
other white men are generally known among them by the distinctive
appellation of "Boston Men." In the present visit of the Governor to
the scene of these disturbances, I do not, therefore apprehend the
slightest danger from the expected hostile attitude of <name type="ip" subtype="group"><index><term>the Indian tribes</term></index></name>. H.E. is known amongst them as the "Great Chief," and from what
I myself personally witnessed when I visited <placeName ref="plc:fraser_river">Fraser's River</placeName>, they all
appeared ready to submit to his authority and to follow his directions
without the slightest question. The principal difficulty will
doubtless exist<pb facs="co_60_02/co_60_02_00041r.jpg"/> among the thousands of white immigrants;
a large no. of these, however, are an order-loving and well disposed
class of men, and inclined for their own good to maintain the authority
of the law, but, notwithstanding, it is undoubtedly of the highest
importance for the preservation of life and order, and of the national
prestige, that a large body of regularly organised &amp; disciplined Troops
should without delay be sent to the country.

The mail being on the point of departure, and my distance from
your Flag being so great, I propose sending a copy of this letter to
the Secretary of the <orgName ref="org:admiralty">Admiralty</orgName>.
