<p><persName ref="prs:fitzgerald_wrsv">FitzGerald</persName> forwards correspondence between British and American officials regarding the <q>question of imposing a License Duty on Miners</q> in <placeName ref="plc:british_columbia">British Columbia</placeName>.</p>

<p>The minutes note the correspondence is <q>curious</q> but that it <q>shews [sic] favourably for the liberality of British Authorities</q> in <placeName ref="plc:british_columbia">BC</placeName> as compared to American ones in California.</p>

<p>Enclosed is <persName ref="prs:napier">Napier</persName> to <persName ref="prs:malmesbury">Malmesbury</persName> enclosing a letter from <persName ref="prs:appleton_j">John Appleton</persName> and describing <persName ref="prs:douglas_j">Douglas</persName>’s regulations as <q>liberal;</q> <persName ref="prs:appleton_j">Appleton</persName> to <persName ref="prs:napier">Napier</persName> regarding tax on foreigners digging for gold in California; and <persName ref="prs:nelson_js">Nelson</persName> to <persName ref="prs:appleton_j">Appleton</persName> advising <q>that the Laws of Congress make no discrimination whatever between [their] citizens &amp; foreigners in digging or collecting the precious metals.</q></p>

he had received from the Assistant Secretary of State on the same
