<p>Enclosed is <persName ref="prs:booker_wl">Booker</persName> to <persName ref="prs:malmesbury">Malmesbury</persName> advising that nearly 10,000 miners had returned from <placeName ref="plc:british_columbia">British Columbia</placeName> for various and conflicting reasons, and that exports to the colony had altogether ceased.</p>

Majesty's Counsul at <placeName ref="plc:san_francisco">San Francisco</placeName>, stating that several
