<p><persName ref="prs:disraeli_b">Disraeli</persName> addresses the <q>difference</q> between the <orgName ref="org:colonial_office">Colonial Office</orgName> and the <orgName ref="org:war_office">War Office</orgName> regarding the regimental pay of officers stationed at <placeName ref="plc:british_columbia">British Columbia</placeName>. <persName ref="prs:disraeli_b">Disraeli</persName> agrees with the CO that the <orgName ref="org:war_office">War Office</orgName> should pay the regimental pay, while the <orgName ref="org:colonial_office">Colonial Office</orgName> pays the <q>working</q> or <q>extra</q> pay. </p>

<p>The minutes prepare and annex a draft on the subject.</p>

on the subject of a difference, which has arisen between the <orgName ref="org:war_office">War Office</orgName>
and yourself, with respect to the regimental pay of the Officers and Men,
of the <placeName ref="plc:british_columbia">British Columbia</placeName>n Expedition.
</p>
<p>
It was understood that the
<hi style="text-decoration: underline;">regimental</hi> pay of the detachment of Royal Engineers, sent to <placeName ref="plc:british_columbia">British 
Columbia</placeName>, should be paid by the <orgName ref="org:war_office">War Office</orgName>, and that the
<hi style="text-decoration: underline;">working</hi>, <hi style="text-decoration: underline;">or extra</hi>, pay, although advanced from imperial funds,
should be repaid by the Colony. This arrangement is in accordance with
previous practice, and appears to me to be reasonable and just, for
military protection ought, at any rate, in the first instance, to be
given<fw type="catchword" style="text-align: right;">by</fw><pb facs="co_60_02/co_60_02_00174v.jpg"/> by the Mother Country.
</p>
<p>
An increase in the Corps of Royal Engineers, equal to the detachment
ordered to the new Colony, having been sanctioned by <orgName ref="org:treasury">the Treasury</orgName>, in
anticipation of a Parliamentary Vote, I am unable to understand the
grounds, upon which the <orgName ref="org:war_office">War Office</orgName> has appealed to you, to charge your
Department with an expenditure, for which provision has already been
made. The <orgName ref="org:war_office">War Office</orgName> cannot be entitled to the double payment by the
Treasury and the <orgName ref="org:colonial_office">Colonial Office</orgName>, which it demands, and I have,
therefore, no hesitation in expressing my concurrence in the view,
which you have taken of this claim.
