<p>Enclosed is a draft from the <orgName ref="org:colonial_office">Colonial Office</orgName> to <orgName ref="org:treasury">the Treasury</orgName> submitting a statement of expenses incurred for issuing Letters Patent appointing <persName ref="prs:douglas_j">Douglas</persName> and <persName ref="prs:begbie_mb">Begbie</persName>, payable by the <orgName ref="org:colonial_office">Colonial Office</orgName> because of the exceptional circumstances surrounding the appointments.</p>

I am directed by the Lords Commissioners of Her
Majesty's Treasury to acquaint you, for the information

that My Lords have authorized the Commissioners of Inland Revenue to
repay to <persName ref="prs:smith_p">M<hi style="vertical-align: super; font-size: 80%;">r</hi> P. Smith</persName>, Chief Clerk in the <orgName ref="org:colonial_office">Colonial Office</orgName>, the sums of
£75, being the Stamp Duty on the Letters Patent, dated the <date when="1858-09-02">2<hi style="vertical-align: super; font-size: 80%;">nd</hi>
September 1858</date>, for erecting <placeName ref="plc:british_columbia">British Columbia</placeName> into a Colony and
appointing <persName ref="prs:douglas_j">James Douglas Esq<hi style="vertical-align: super; font-size: 80%;">r</hi></persName> to be Governor thereof, and £50 being
the Stamp Duty on a Warrant appointing <persName ref="prs:begbie_mb">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Begbie</persName> to be Judge of the
Colony.

account of the expenses of issuing the above Letters Patent, charging the
amount to Civil Contingencies.
