Trevelyan forwards instructions from the British Treasury to officials in British Columbia for the issue of Money and for defraying Expenditure, together with such other Forms as the Commissioners may consider available under the present circumstances of the Colony.

The minutes send the instructions to Douglas for the guidance of the Treasurer.

Enclosed is a draft from Lytton to Douglas with instructions from the Board of Treasury; and Instructions of the Lords Commissioners of Her Majesty’s Treasury to the Treasurer of British Columbia for keeping the Accounts of that Colony.

With reference to your letter of the 10th Inst; Inst; = Treasury instructions A draft of this letter appears in Trevelyan to Merivale (Permanent Under-Secretary), 24 November 1858, 12078, CO 60/2, p. 308. Merivale to Trevelyan, 10 December 1858. Take Instructions in full?? I am directed by the Lords Commissioners of Her Majesty's Treasury to acquaint you, for the information of Sir E.B. Lytton, that My Lords have informed the Commissioners of Audit that, although no Legislative Council has been created in British Columbia, Their Lordships are of opinion that the Forms of Authorities from the Governor to the Treasurer, for the issue of Money and for defraying Expenditure, together with such other Forms as the Commissioners may consider available under the present circumstances of the Colony, beyond the Instructions herewith transmitted,should should be sent out for adoption by the Governor as soon as the state of the financial arrangements may admit.
