<p><persName ref="prs:gosset_wd">Gosset</persName> sends a memo to the <orgName ref="org:colonial_office">Colonial Office</orgName> advising them that certain supplies including iron safes and Banker’s scales should be procured for <orgName ref="org:treasury">the Treasury</orgName> of <q><placeName ref="plc:british_columbia">New Columbia</placeName>.</q></p>

<p>In the minutes, <persName ref="prs:carnarvon">Carnarvon</persName> notes that <persName ref="prs:lytton_egeb">Lytton</persName> is <q>willing to sanction</q> some of the supplies but does not <q>consent to the expenditure</q> required for an iron safe. He recommends that <persName ref="prs:moody_rc">Moody</persName> specify <q>in detail</q> the items and cost <q>in order to make an application to <orgName ref="org:treasury">the Treasury</orgName>.</q></p>

<p>Enclosed is a draft from <persName ref="prs:elliot_tf">Elliot</persName> to the Comptroller of Stationery forwarding a list of articles required and stating that <persName ref="prs:gosset_wd">Gosset</persName> would arrange directly for a moderate supply of stationery; and a draft from <persName ref="prs:elliot_tf">Elliot</persName> to <persName ref="prs:gosset_wd">Gosset</persName> advising that only stationery would be supplied at present and that he should obtain from the Comptroller of Stationery a list of necessary supplies and estimated costs.</p>

It would be well to send out the following stores for the

<index><term>Treasury</term><index><term/><index><term>colonial, supplies for</term></index></index></index>
Treasury [of] <placeName ref="plc:british_columbia">New Columbia</placeName> by a vessel now loading; and <persName ref="prs:moody_rc">Colonel Moody</persName> has
kindly consented to procure them on his order should this proposal be
approved.

And, if a Stamp duty be contemplated, Dies should be ordered at once

<index><term>Deeds</term><index><term>registration of</term></index></index>
as Engraving the designs (depending on the rates to be established)
takes some time. The presses might go at once. If Registration of
assurances affecting Real Property<pb facs="co_60_03/co_60_03_00091v.jpg"/> be intended, deed paper of
uniform size should also be provided forthwith; the essence of
success in the introduction of Registration being in the adoption
of this system at once, before deeds shall have time to multiply
<hi style="text-decoration: underline;">without</hi> regard to any system
moreover as Registration (if adopted)
can be made a source of Revenue, it would of course be desirable to
secure the advantages of those many transactions and transfers which
the eagerness of speculation will produce at<pb facs="co_60_03/co_60_03_00092r.jpg"/> the very outset of the
Colonization. The Treasurer being usually the vendor of Stamps, I
have ventured these remarks.

mem. Annex draft to <persName ref="prs:moody_rc">Col. Moody</persName> stating that <persName ref="prs:gosset_wd">Cap<hi style="vertical-align: super; font-size: 80%;">t</hi> Gosset</persName>t has
brought the question under his consideration and that he is willing
to sanction the purchase of dies designs &amp; other engraving
implements for the purpose of registration together with a
<hi style="text-decoration: underline;">moderate</hi> amount of stationery; but that he does not consent
to the expenditure <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">h</hi></abbr><expan>which</expan></choice> <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> be necessary for the event of an
iron safe being procured. We must also I think require <persName ref="prs:moody_rc">Col. Moody</persName>
to specify in detail the various items &amp; cost of what he asks for
in order to make an application to <orgName ref="org:treasury">the Treasury</orgName>.

that it was better to wait until Capt<hi style="vertical-align: super; font-size: 80%;">n</hi> G. reached the Colony, and had
conferred with the Governor before receiving expenses on acc<hi style="vertical-align: super; font-size: 80%;">t</hi> of a
Mint.

It is, therefore, only necessary to supply the registration
papers, whereby, amongst<pb facs="co_60_03/co_60_03_00094r.jpg"/> other advantages expected from it's use,
an early revenue is hoped to be derived.
