<p><persName ref="prs:moody_rc">Moody</persName> requests that <q>Twelvemonths Rations and reserve Ammunition</q> be sent by the <name ref="vsl:euphrates" type="vessel">Euphrates</name> to <placeName ref="plc:british_columbia">British Columbia</placeName>.</p>

<p>The minutes understand that men cannot be conveyed by the <name ref="vsl:briseis" type="vessel">Briseis</name> and therefore must board the <name ref="vsl:euphrates" type="vessel">Euphrates</name> but the CO does not understand why cargo must go by the <name ref="vsl:euphrates" type="vessel">Euphrates</name> as well. They order that the <name ref="vsl:briseis" type="vessel">Briseis</name> should be filled first before putting stores on the <name ref="vsl:euphrates" type="vessel">Euphrates</name>.</p>

<p>Enclosed is Shaw, Savill &amp; CO. to <persName ref="prs:moody_rc">Moody</persName> stating they could not accommodate both stores and passengers on the <name ref="vsl:briseis" type="vessel">Briseis</name>, and recommending the passengers proceed on the <name ref="vsl:euphrates" type="vessel">Euphrates</name>; a draft from the CO to the <orgName ref="org:admiralty">Admiralty</orgName> forwarding a copy of letter from Shaw, Savill and Company and asking that directions be given to ship the stores on board the <name ref="vsl:briseis" type="vessel">Briseis</name> and the passengers on board the <name ref="vsl:euphrates" type="vessel">Euphrates</name>; and a draft from <persName ref="prs:carnarvon">Carnarvon</persName> to <persName ref="prs:moody_rc">Moody</persName> expressing concern at the serious miscalculation in the amount of stores being sent to <placeName ref="plc:british_columbia">British Columbia</placeName>, and directing that the stores should go on the <name ref="vsl:briseis" type="vessel">Briseis</name>, and the passengers await transport on the <name ref="vsl:euphrates" type="vessel">Euphrates</name>.</p>

<p>
I have the honor to enclose a letter I have received from
the Brokers of the <name ref="vsl:briseis" type="vessel">Briseis</name> conveying stores to <placeName ref="plc:british_columbia">B. Columbia</placeName>.
</p>
<p>
It is paramount that all parts of the Temporary Houses now
in the Lighters alongside must be taken on board, no subdivision
of parts in reference to them should be allowed on any account. And
while on board doing all in my power to remove difficulties
I satisfied myself this is impracticable except either by
arrangements which would not be sanctioned by the Rules of the
<orgName ref="org:admiralty">Admiralty</orgName> and Horse Guards or else by transferring to the
"<name ref="vsl:euphrates" type="vessel">Euphrates</name>" (referred to in the enclosed letter) the few men it
was contemplated to send in the <name ref="vsl:briseis" type="vessel">Briseis</name>.
</p>
<p>
I would recommend this course and beg that the <orgName ref="org:admiralty">Admiralty</orgName>
may be communicated with to sanction it. I would also recommend
that the Twelvemonths Rations and reserve Ammunition be sent by
that Vessel, the authorities at
Woolwich

constructing on board the
proper magazine for the latter.

<p>
It is probable that the quantity of stores to go in the <name ref="vsl:euphrates" type="vessel">Euphrates</name> may amount to 250 tons. I cannot
state the exact quantity until the <name ref="vsl:briseis" type="vessel">Briseis</name> is filled.
</p>
<p>
In the above I am assuming that the <orgName ref="org:admiralty">Admiralty</orgName>
Surveyor will approve of the "<name ref="vsl:euphrates" type="vessel">Euphrates</name>."
</p>
<p>
The <hi style="text-decoration: underline;">short</hi> delay in receiving these particular stores,
Twelvemonths' Provisions and Reserve Ammunition, will be an advantage
as we shall be better prepared to receive and house them. I should
not like the delay to exceed one month. On board the <name ref="vsl:thames" type="vessel">Thames City</name>
I have shipped 6 months Provisions and a fair proportion of ammunition.
</p>
<p>
May I request an early sanction of the above arrangement as I
am most anxious to get away the "<name ref="vsl:briseis" type="vessel">Briseis</name>" with the Temporary Houses
immediately.

On <persName ref="prs:moody_rc">Colonel Moody</persName>'s assurance that it would be practicable, we
directed that twelve months more rations should be put on board the
<name ref="vsl:briseis" type="vessel">Briseis</name> and that she should also take out 5 non: com: officers &amp;
their families.

<p>
It now appears that the <name ref="vsl:briseis" type="vessel">Briseis</name> would be able to take all the
stores but could not take the men also.
</p>
<p>
It is therefore proposed to transfer the men to the "<name ref="vsl:euphrates" type="vessel">Euphrates</name>."
The rate of passage appears moderate and I suppose this must be
approved on <persName ref="prs:moody_rc">Col Moody</persName>'s recommendation.
</p>
<p>
But I do not quite understand why it is necessary to send 250 tons
of Stores in the <name ref="vsl:euphrates" type="vessel">Euphrates</name>. The owners distinctly say that if the
men are not sent in the "<name ref="vsl:briseis" type="vessel">Briseis</name>" that vessel will hold all the
stores. It is not <persName ref="prs:moody_rc">Col Moody</persName>'s proposal that the <orgName ref="org:admiralty">Admiralty</orgName> should
charter the <name ref="vsl:euphrates" type="vessel">Euphrates</name>, but merely that the men <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> go out in her
as passengers and it looks either as if <persName ref="prs:moody_rc">Col: Moody</persName> intended to make
this an excuse for increasing the Stores to accompany the R.
Engineers, or has altogether miscalculated the capacity of the "<name ref="vsl:briseis" type="vessel">Briseis</name>"
in making his proposals to send the men &amp; extra rations in her.

I thought it best to keep this for you. It appears to me

1. That the men cannot go in the <name ref="vsl:briseis" type="vessel">Briseis</name>, and that the owners of
that Vessel should be ordered to fill her up with stores.

2<hi style="vertical-align: super; font-size: 80%;">d</hi> That the men should be sent out in the "<name ref="vsl:euphrates" type="vessel">Euphrates</name>" as
suggested by <persName ref="prs:moody_rc">Col Moody</persName>.
</p>
<p>
3<hi style="vertical-align: super; font-size: 80%;">d</hi> As regards the Stores, that the <orgName ref="org:admiralty">Admiralty</orgName> might be told
that there will probably be some amount of tonnage required in the
<name ref="vsl:euphrates" type="vessel">Euphrates</name> and that we will let them know the amount without delay,
asking <persName ref="prs:moody_rc">Col Moody</persName> for an explanation in the meantime.
</p>
<p>
The additional expense of sending probably 300 tons (<persName ref="prs:moody_rc">Col Moody</persName>'s
Estimate of 250 is no doubt within the real amount) of stores by
this 3<hi style="vertical-align: super; font-size: 80%;">d</hi> ship will create a formidable item in the costs of the
expedition. And it might be a question whether the advantage of<fw type="catchword" style="text-align: right;">sending</fw><pb facs="co_60_03/co_60_03_00319v.jpg"/>
sending the extra rations is worth this expense.
